POSITION DESCRIPTION

Reporting to the Senior Program Lead and working in close collaboration with all EQWIP HUBs staff and partners, the Learning, Monitoring and Reporting Lead will be responsible for the overall monitoring and reporting activities of the project. Guided by the project’s Performance Measurement Framework and supported by the Knowledge and Learning Managers in each of the 6 program countries, the position will lead the development, adaptation, and implementation of the monitoring and reporting system including data collection, aggregation, data analysis, and reporting results for learning purposes. S/he will ensure that project outputs and outcomes are being tracked and that project performance information is being shared with management and across the organization to support informed management decision-making

The Learning, Monitoring and Reporting Lead will use informational, organizational, technical skills and learning strategies to implement and continually enhance systems for tracking and managing knowledge – both to improve operations as well as enhance program effectiveness globally.

KEY RESPONSIBILITIES
  • Coordinate the implementation and continuous improvement of the Learning, Monitoring and Reporting system, working closely with other EQWIP HUBs staff, youth, volunteers and partners;
  • Develop and refine data collection instruments, both quantitative and qualitative, with an emphasis on participatory tools;
  • Drive the day-to-day use of monitoring and reporting tools through the advancement and implementation of the EQWIP HUBs M&E Manual;
  • Collaborate with the Database Administrator to develop and maintain a digital results database to aggregate and analyze data;
  • Produce monthly and quarterly progress updates for management and project leadership;
  • Analyze data and develop results and performance reports, including Annual Reports and Work Plans for the donor, in addition to other briefings, summaries, papers and presentations for various audiences as needed;
  • Provide technical assistance, training and ongoing support to in-country Knowledge and Learning Managers and EQWIP HUBs partners on the efficient use of the EQWIP HUBs monitoring and reporting system;
  • Design, execute, and lead monitoring activities towards the cultivation of a culture of learning across the project;
  • Ensure rigorous quality control through proactive monitoring approaches;
  • Research and collect content about the project’s achievements and collaborate with the Communications and Marketing Manager to convey the results and stories to a wide-range of audiences;
  • Document and analyze good practices, lessons learned and trends for continual learning at the project-level;
  • Serve as the primary point person for all M&E related work for the EQWIP HUBs project.
ESSENTIAL QUALIFICATIONS
  • Must be eligible to work in Canada
  • Minimum of three years’ professional experience in M&E with responsibility for designing and implementing Monitoring and Reporting systems through a Results Based Management approach
  • Proven ability to design and implement participatory monitoring and reporting tools;
  • Demonstrated experience building organizational and/or individual capacity in M&E;
  • Experience in planning and performance measurement, including indicator selection, target setting and reporting;
  • Highly organized individual with the ability to prioritize competing demands, meet deadlines, and manage and motivate team members to do the same;
  • Self-motivated with the ability to work independently and take initiative, and a willingness to develop new skills on the job;
  • Experience of working in collaborative, cross sector environments to facilitate conversations or solve problems among individuals with diverse perspectives;
  • Relevant international experience preferably with a focus on youth;
  • Strong written and verbal communication skills
  • Experience working in an international, decentralized environment;
  • Advanced proficiency with Microsoft Office, particularly Word, Excel, PowerPoint and Outlook; Previous experience with SharePoint is an asset;
  • Able to travel as necessary.
