Salary: $ 68,000 - 73,000 plus benefits
Language Requirements: Fluency in English and French
The Human Resources Manager plays a strategic role within the EQWIP HUBs project, providing HR advice to the President and CEO of Canada World Youth, the Executive Director of Youth Challenge International and the EQWIP HUBs Project Steering Committee. The Human Resources Manager reports directly to the Chief of Party and has a global mandate for delivering human resources support to 7 countries. Aligned with the organizational and operational contexts and requirements of CWY & YCI, s/he will provide leadership and strategic direction on HR issues in EQWIP HUBs and supporting all senior level positions and Country Offices, to deliver globally top quality workforce planning, recruitment, performance, development and talent management. This will include planning, organizing, managing and monitoring all aspects of the HR function. S/he will help support a work environment that motivates a team to achieve EQWIP HUBS ambitious goals.
KEY RESPONSIBILITIES
- Build an optimal global HR function that addresses roles, capabilities, core functions of each role, management and accountability for performance between the project’s Canada-based and international staff located in 7 different countries;
- Oversee ongoing collaborative processes for coordination of consortium member HR policies, contracts and standards where relevant.
- Work collaboratively across teams and operate within a context of two organizational mandates, applying CWY and YCI policies as agreed and recommending any new policies, procedures and systems as required,
- Provide leadership, service and support to managers and staff throughout the full employment lifecycle of employees including but not limited to: recruitment, onboarding, performance management, benefits, payroll, professional development and exit interviews;
- Develop and support the implementation of HR policies and procedures for staff in 7 countries;

- Ensure all HR services are compliant with both Ontario and Quebec employment regulations and legislation as well as with local labour law and international standards ;
- Drive performance management processes to ensure that Canadian and Country Managers understand and adhere to performance planning, monitoring and review requirements;
- Serve as the HR liaison for Country Managers on HR management matters including performance management, employee relations, talent development, staff transitions, etc.
- Develop and provide training, orientation and support to Country office staff to build capacity to manage human resources through full employment lifecycle;
- Maintain extensive knowledge of international HR policies, programs, laws and issues. Understand the differences of domestic and international policies and programs and coordinate the integration of all such programs;
- Oversee organization risk management and safety frameworks for staff internationally;
- Manage, support and coach the HR Officer to deliver a responsive and effective HR support and administration service.
- Assure maintenance /confidentiality of all HR files
- Perform other duties as delegated by the Chief of Party;
QUALIFICATIONS
- Bachelor’s Degree preferably in Human Resources, International Business or a related discipline;
- 5 to 7 years generalist or combined specialist experience in one or more functional areas (e.g. Employee Relations, Employment Law, Recruitment, Compensation, Organizational & Educational Development);
- Demonstrated ability to deliver strategy along with leadership skills;
- Ability to champion a culture of innovation and support organisational change processes
- Experience in delivering effective HR solutions to complex contexts (organizational, cultural and legal);
- Strong interpersonal and communication skills to manage/build strong relationships and to coach and support diverse teams and managers at a distance
- Demonstrated ability to build capacity for human resource management;
- Knowledge of HR systems and databases and proven experience managing global human resources systems including benefits, compensation and recruitment;
- Familiar with labour relations in an unionized environment;
- Knowledge of HR metrics and demonstrated ability to provide HR analysis and recommendations;
- People oriented and results driven with strong problem-solving skills, with a track record of implementing new initiatives with successful outcomes;
- Excellent judgment and listening skills with the ability to handle confidential and sensitive issues with diplomacy, discretion and integrity;
- Excellent time management skills and ability to multi-task and prioritise work;
- Spanish language skills an asset;
- Demonstrated mentoring abilities and ability to supervise staff;
- Demonstrated experience using a range of technologies (Power Point, Excel, Word, Automated Pay Systems etc.)
