The Senior Advisor, reporting to the Chief of Party and working closely with the Country Manager, will be responsible for providing interim management support; finalizing agreements with local partners; assure the completion of a plan to manage country registration in coordination with Chief of Party and Country Manager; assure the establishment of country management systems, procedures and work plan tools; and preparing Hub Networks in Semarang and Surabaya amongst other tasks.

KEY RESPONSIBILITIES
  • Provide interim leadership and management working closely with the team Lead and manage the country program to effectively plan and allocate resources to deliver on year 2 work plan targets, with specific inclusion of core and tertiary training targets
  • Assure the design, development, negotiation and management of three to five new partnerships to support project delivery, including the preparation of partnership agreements for approval
  • Provide guidance towards processes that result in the conclusion of CWY country registration and establish a follow up plan to meet ongoing requirements of registration and relationship management with the Government of Indonesia and Ministry of Social Affairs
  • Support a country level organizational review process, following guidance from the Ottawa office, in order to identify optimum allocation of staff functions and project resources to deliver project results
  • Assure the establishment of country management systems, procedures and country work plans, hub work plans and individual work plans for all employees to increase and maintain performance, process and efficiencies
  • Review and improve volunteer placement design and management systems and procedures
  • Assess and provide feedback towards improving financial management, reporting and planning practices according to project standards and established processes
  • Support the establishment and management of EQWIP HUB Networks in Semarang and Surabaya, comprising of a cross section of leading youth focused government, private sector and civil society organizations and individuals who will commit to directly supporting project activities
  • Provide guidance towards country program design and implementation of an Innovation Fund, to support young entrepreneurs with small grants to start or grow a business
  • Provide support to the Country Manager with daily project management, contributing to project decision-making by providing input on the financial health and status of the project
  • Assist with the identification of risks and take steps to reduce vulnerabilities
  • Support the review, negotiation and approval of field office contracts (including service agreements, office leases, contracts), ensuring all required contractual terms and conditions are included and obtaining the best value to the project
  • Support the process for the recruitment of local staff, including review of job descriptions, salary negotiations, and contract development
  • Ensure security guidelines and procedures are maintained, updated regularly and adhered to by the project teams. Monitor the security situation along with senior management and communicate procedures to staff
  • Additional duties as delegated by the Chief of Party
QUALIFICATIONS
  • Bachelor’s degree in a related field
  • 5 to 7 years of demonstrated experience with mid-level management responsibilities for finances, legal, procurement, human resources, and contracts
  • Experience providing management and oversight of field office operations, especially across central and satellite offices
  • Demonstrated ability to provide leadership and guidance
  • Strong knowledge of generally-accepted accounting and procurement practices
  • Demonstrated ability to manage and prioritize multiple tasks with competing deadlines
  • Strong diplomatic, interpersonal and communication skills required
  • Advanced-level knowledge of Microsoft Excel, and basic functional knowledge of QuickBooks or other field accounting software packages preferred
  • Strong verbal and written English and Bahasa skills required
